New York State Article 10 Application
The Bluestone Wind Farm project is being permitted pursuant to New York State’s Article 10 Siting Process prior to construction and operation. As part of the Article 10 process, applicants are required to provide funds to be used to defray certain expenses incurred by municipal and local parties as they participate in the proceeding before the Siting Board to consider the Article 10 Application based upon per megawatt fee formula. Public Involvement Program
The Public Involvement Program Plan (PIP) is the first document drafted as part of the Bluestone Wind Project’s progress through the Article 10 Application process. This document identifies the project’s stakeholders, the methods by which stakeholders will be notified and consulted throughout the Article 10 process, and activities Calpine will engage in to encourage stakeholder participation. Stakeholder involvement and consultation are part of an ongoing, evolving process throughout all phases of the Article 10 review process (preapplication phase, application phase, hearing and decision phase, and post-certification phase). Our goal is to provide information to stakeholders, ascertain stakeholder interests, identify any additional stakeholders potentially affected by the project, solicit information from stakeholders during public outreach events and generally foster participation in the Article 10 review.
Preliminary Scoping Statement
The Preliminary Scoping Statement (PSS) contains a description of the proposed Bluestone Wind Farm project and the program, methodology and/or scope of studies to be conducted to evaluate the project’s potential for significant adverse environmental and health impacts, which will become the basis of the Article 10 Application. The PSS provides the opportunity for the project’s stakeholders to comment on the scope and program of studies to be included in the Article 10 Application.
