Russell City Energy Center

The Russell City Energy Center is a highly efficient, combined-cycle electric generating facility with advanced air emissions control technologies.  The plant consists of two combustion turbine generators, two heat recovery steam generators with duct burners and a single condensing steam turbine generator.  

The Russell City plant brings much-needed energy capacity to western Alameda County and the San Francisco peninsula.  The facility is capable of serving the needs of 600,000 households.  The energy center, which uses natural gas for fuel, represents a greater than 90 percent reduction of emissions and is 40 percent more fuel efficient than older, fossil-fueled generating facilities in the Bay Area.  Russell City Energy Center is also the nation’s first power plant to receive a federal air permit that includes a voluntary limit on greenhouse gas emissions. 

The Russell City Energy Center treats effluent water from the local sanitation district for use as cooling water within the plant.  It is also a zero liquid discharge plant, further reducing its impact on the environment.

Pacific Gas and Electric purchases the full output of electricity from Russell City and supplies natural gas to the plant under a 10-year power purchase agreement.
